Introduction

 

The Malawi Government and the European Union signed a Financing Agreement in August 2006 to implement a Capacity Building Programme for Non State Actors (NSAs) in the country. The total funding that has been made available for the implementation of this programme is 5 million euros over a period of 4 years.

 

Overall objective

 

The overall objective of the programme is that government and donor policies and programmes become increasingly responsive to the needs of the Malawi population with the long-term objective to achieve socio-economic development.


Programme purpose

 

The purpose of the programme is to strengthen the capacity of NSAs to enable them provide effective and improved services to local communities, define independently their policy agenda and be more actively involved in policy dialogue with the Government and donors including the European Union. Further more, the programme aims at contributing to increased capacity of NSAs to act as an instrument for rural people, women or other less represented groups to formulate their needs, exercise their rights and influence policies affecting their livelihoods. In the same line, the programme will also contribute to increased capacities of NSAs to promote cultural change vis-à-vis discriminatory practices against human rights and to strengthen women’s and vulnerable groups’ roles as actors and decision makers in the country’s development.

 

Programme focus

The programme seeks to support NSAs in the following two key areas:

 

  1. Organisational capacity building and strengthening of NSAs skills to advocate and deliver better services for their communities

 

  1. The fostering of positive relationships between NSAs and development stakeholders, such as donors and government

 

Beneficiaries of the programme will be: grassroots/community based organisations, legally registered service delivery organisations, umbrella and platform organisations as well as thematic networks.

 

In 2009, the program will offer free training to NSAs (NGOs, CBOs, Platform organisations, Professional Associations etc) and grants will be disbursed to NSAs meeting set eligibility criteria and guidelines

 
Background Information

 

The Cotonou Partnership Agreement between the European Union (EU) and African, Carribean and Pacific (ACP) countries, to which Malawi is party, emphasises the complimentary roles and contributions of the State and Non State Actors (NSAs) in the development process and the importance of local ownership of development programmes and projects towards greater equity and inclusion of the poor in socio-economic development.

 

In Malawi, the European Commission (EC) has been supporting Non State Actors for several years. In the past years two main vehicles were used: the food security budget line through which funding was made accessible to NGOs to implement related projects and the National Initiative for Civic Education (NICE), an initiative aimed at promoting civic education education at grassroots level. This experience led to the need for more closer co-operation between Non State Actors, EC and the Government of Malawi in developmental policy implementation, policy dialogue and service delivery.

 

With support from EC, the Government of Malawi in 2005 commissioned external consultants, Geomar international to undertake a mapping study of the Non State Actors in Malawi. The mapping study reported "the challenges surrounding the NSA sector are, inter alia, the need to develop greater financial self-reliance and mobilisation of financial resources within, inter alia, through further development of corporate philanthropy".

 

The GoM/EU mapping study of 2005 identified five priority areas for Non State Actors support as follows:

 

Support to NSA Institutional Development and Financing

Support to NSA capacity for Service Delivery

Support for NSA capacity for advocacy

Enhancing NSA-Government Cooperation

Enhancing NSA-EC and Government Cooperation

 

These areas became the five result areas targeted by the Capacity Building Programme for Non State Actors in Malawi.
